когда оплачиваете через payeer есть возможность оплатить счёт как с внутреннего счёта payeer, так и используя счета других платёжных систем, в том числе и яндекса.. payeer в данном случае выступает в качестве обменника/посредника.. при этом курс обмена, как правило ниже..

Dream Master, в таком случае, нужнг писать в саппорт платежной системы, так как скорее всего, проблема у них.

Если вы оплачиваете через payeer со счета ЯД (именно этого) в первый раз — то платеж будет идти ОТ 24 часов (т.е. никак не меньше суток, а может и больше).
