было у меня такое в одном проекте, искать некогда да и не суть важно, но отлично помню точь в точь как у вас была причина блокировки, я не стал искать ВПН и прочее, просто сменил айпи и благополучно доработал и вышел из проекта на всякий случай.

добавлено через 46 минут
уточню, в том проекте удалось создать аккаунт, а через день или чуть больше уже не мог зайти, пока не сменил IP, а здесь при создании акка блок.
