I hope this link can help those who choose to follow thru with a complain. particularly if you are EU resident, you can file with the Estonia Cross Boarder Consumer Protection.

If you are Non EU citizen or live in the USA/Canada, you can file a complain with the Internet Crime Complained Center, its part of the FBI and the National White Collar Crime Center.
Cointellect's server is collocated in US/Chicago. So the US might have an interest in the case since a crime might be committed on their shores from foreign nationals.

Cointellect's problem is that they do not follow thru with what they say. I know few subscribers that have all the required accounts to allow their payment feature to collect funds. and yet they do not allow them. They even have it posted in their "News" releases and yet still the members can not find the reason why?
If they want to do right by users, they should have a page to allow people to request refunds based on remaining mining balance .
The future of Cointellect is not guaranteed on the existing path!
